The Digital Asset Market Clarity Act required 60 votes for advancement but secured just 49 in favor. Had it passed, the legislation would have established comprehensive regulatory guidelines for cryptocurrencies and blockchain ventures within the United States, while expanding the Commodity Futures Trading Commission’s jurisdiction over cryptocurrency spot trading markets.
Major Cryptocurrency Equities Plummet
Coinbase shares collapsed nearly 9% during Tuesday’s session, completely reversing Monday’s 9% advance. Circle plunged more than 11%, surrendering the majority of its 7.5% gain from the previous day. Galaxy Digital declined 8% while Gemini retreated 7%.
Additional companies within the digital asset ecosystem experienced similar declines. Robinhood decreased 3%, Bullish tumbled 5%, and eToro retreated 4%.
Cryptocurrency mining operations faced comparable pressure. Riot Platforms declined 5%, while MARA Holdings, CleanSpark, IREN, and Core Scientific each dropped between 3% and 4%.
Digital asset markets had surged Monday following the publication of an amended version of the Clarity Act by Senate leadership. That bullish momentum evaporated immediately after the legislative defeat.
Cathie Wood’s ARK Reduces Digital Asset Holdings
Just 24 hours before the Senate ballot, Cathie Wood’s ARK Invest liquidated more than $61 million in cryptocurrency-linked investments.
The investment firm offloaded 36,628 Coinbase shares from its ARK Innovation ETF, representing more than $7 million in value. Additionally, ARK sold 18,280 Bullish shares valued at approximately $688,000. This transaction followed an even larger Friday disposition of 121,217 Bullish shares.
ARK reduced its Circle holdings across two exchange-traded funds, divesting 142,350 shares valued at roughly $13.86 million.
The investment manager also decreased exposure to its proprietary ARK 21Shares Bitcoin ETF, selling approximately 1.53 million shares for more than $40 million.
Bitcoin depreciated roughly 4% across a 24-hour period and momentarily approached $75,000. The leading cryptocurrency has declined approximately 13% year-to-date and remains about 45% beneath its record peak of $126,199.
The Senate’s legislative rejection wasn’t the sole market headwind on Tuesday. Market participants also demonstrated caution ahead of an anticipated Federal Reserve policy announcement expected to include an interest rate increase. Both the Nasdaq and S&P 500 indexes posted losses.
