Binance Prepares FCA Crypto License Application
Binance plans to apply for authorization under the United Kingdom’s incoming crypto regulatory regime, The Telegraph reported. The Financial Conduct Authority will start accepting applications from crypto companies on September 30, 2026.
The exchange would need to secure FCA approval before offering regulated crypto services under the new framework. Britain plans to bring the regime fully into force on October 25, 2027, giving applicants time to complete the authorization process.
Binance is also expected to establish a local board as part of its preparations. The planned structure would give the company a formal business presence in Britain and support its compliance with local governance requirements.
The application would not guarantee Binance’s return to the UK market. The FCA will assess whether applicants meet its standards before granting authorization, leaving Binance’s planned expansion dependent on regulatory approval.
UK Crypto Rules Set New Requirements for Exchanges
The new regime will require crypto businesses operating in the country to establish a UK presence. Applicants must also demonstrate adequate management, governance and compliance systems before receiving FCA authorization.
The framework introduces a “fit and proper” assessment for companies seeking approval. Regulators will examine how firms operate and whether their management structures meet the standards required for businesses providing regulated crypto services.
The rules form part of the UK’s wider effort to bring cryptocurrency activities under a dedicated regulatory structure. Crypto exchanges seeking access to British customers will need authorization rather than relying on existing arrangements designed for more limited activities.
Companies already serving UK customers will also need to assess how the new framework applies to their operations before the October 2027 start date.
Binance Seeks Return After Years of UK Restrictions
Binance has faced restrictions in Britain since 2021, when the FCA ordered its UK entity to stop conducting regulated activities without written approval. The regulator also issued consumer warnings related to Binance at the time.
The exchange faced another setback in 2023 after the UK introduced stricter financial promotion requirements for crypto businesses. Binance stopped accepting new UK customers after its local marketing partner faced FCA restrictions.
A successful application under the new regime could provide Binance with a regulated route back into the market. However, the company would need to satisfy the FCA’s authorization, governance and compliance requirements before expanding its services.
The planned application comes as Binance seeks regulatory approvals across several jurisdictions. Its UK effort will depend on the FCA’s assessment once applications open on September 30.
