Buterin shared his vision through an X platform post on Saturday, after attending a gathering of Ethereum developers in Berlin during late June. The comprehensive strategy is detailed at strawmap.org, a preliminary roadmap that Ethereum Foundation researcher Justin Drake first presented in February.
The strategic plan encompasses seven network improvements extending through 2029, addressing transaction validation mechanisms, data storage architecture, and defenses against emerging quantum computing threats.
According to Buterin, the implementation phase will span three to four years. He emphasized that “almost every major piece of the protocol will be replaced,” while clarifying that current applications won’t require mandatory modifications.
Buterin also indicated that Hegota, Ethereum’s second scheduled 2026 upgrade, will probably represent the final “pre-Lean” hard fork. Virtually all subsequent improvements following this year will constitute elements of the comprehensive rebuild.
Revolutionary Data Storage Architecture
Among the most significant transformations is Ethereum’s approach to data storage. Currently, all information — spanning token holdings to decentralized exchange smart contracts — resides in a unified, costly storage format.
The proposed framework introduces an economical secondary tier designed for less complex applications. Buterin envisioned a potential Ethereum landscape in 2030 where this new storage layer accommodates 50 times the data capacity of the legacy system.
The majority of tokens, non-fungible tokens, and DeFi platforms could transition to this cost-effective tier. Buterin projected that migration would slash transaction fees by more than 10x for certain tokens. Sophisticated applications like Uniswap would continue operating on the current infrastructure, though no application faces mandatory migration.
Quantum Resistance and Privacy Gain Prominence
Buterin emphasized that quantum safety considerations have “shifted up a LOT in priority.” Emerging quantum computers pose threats to the cryptographic foundations protecting contemporary blockchains, prompting the roadmap to mandate replacement of all vulnerable elements before such risks materialize.
The most pressing challenge involves developing a quantum-resistant architecture for blobs, the ephemeral data storage mechanism that Layer 2 solutions depend upon for maintaining affordable fees.
Privacy functionality has similarly received elevated status. Buterin stated it is “no longer an afterthought” but rather “a first class goal.” Future capabilities will incorporate private transaction support from inception.
Buterin additionally identified RISC-V and leanISA as probable long-term successors to the Ethereum Virtual Machine, while recognizing this transition remains “still far away.”
These revelations follow the Ethereum Foundation’s reduction of 54 personnel — approximately 20% of its total workforce — during the previous month.
Confidence in the proposed timeline remains divided. Researcher Dankrad Feist commended the strategy but suggested AI technologies could accelerate delivery to one year instead of three to four.
