Coinbase has obtained regulatory clearance from Abu Dhabi Global Market’s Financial Services Regulatory Authority (FSRA) to launch an international platform for tokenized securities in the UAE’s capital city.
The granted Financial Services Permission enables COIN to facilitate investment transactions and manage custody services for digital securities. This authorization forms the backbone of what Coinbase describes as its global tokenization platform.
Digital securities that are registered and issued within ADGM will maintain complete backing by actual equities under FSRA oversight. Qualified token owners obtain complete shareholder privileges, encompassing dividend distributions and voting capabilities.
A primary advantage is ease of access. Market participants don’t require traditional brokerage accounts or correspondent banking connections to engage, only a cryptocurrency wallet.
All transactions will undergo continuous sanctions verification, and Coinbase confirmed its ability to freeze or confiscate assets at the wallet level when necessary. The platform positioned this as evidence that decentralized finance and regulatory adherence can coexist.
Brett Tejpaul, Co-CEO of Coinbase Institutional, noted that no significant financial hub has previously created a structure recognizing tokenized stocks simultaneously as securities, native blockchain assets, and DeFi-compatible instruments. ADGM has accomplished this milestone.
Coinbase Established UAE Presence Prior to Latest Authorization
This marks another chapter in Coinbase’s UAE expansion. In 2023, the platform’s asset management division introduced Project Diamond, enabling institutional clients to create and exchange digital debt securities utilizing Base, Coinbase’s Ethereum-derived blockchain.
During the previous month, Mubadala Capital, managing assets for Abu Dhabi’s sovereign wealth fund, digitized one of its private-market investment approaches using technology that incorporated Base, with Coinbase assuming direct fund exposure.
ADGM established its virtual asset regulatory structure in 2018, positioning it among the pioneering major financial hubs to implement such frameworks. This proactive approach has subsequently drawn numerous cryptocurrency and tokenization enterprises to the area.

Dual UAE Operations Support Worldwide Expansion Plan
The Abu Dhabi tokenization platform will operate parallel to Coinbase’s derivatives business established in Dubai. This arrangement provides the platform with two separate regulated UAE operations, both positioned outside American jurisdiction.
Coinbase characterized its UAE footprint as encompassing two of its most significant international ventures, with one concentrating on digital securities and blockchain-based capital markets, while the other handles derivatives.
The tokenization platform debut arrives as the wider industry accelerates migration of conventional assets onto blockchain infrastructure. Investment managers and financial institutions have been digitalizing funds, bonds, private loans, and stocks, attracted by accelerated settlement periods and opportunities to utilize assets as collateral within DeFi ecosystems.
Coinbase stated the FSRA authorization provides the regulatory infrastructure to expand capital market access to a broader global audience.
