In a blog post released Monday, Anthropic’s chief executive Dario Amodei addressed mounting criticism by clarifying his company’s position on open-weight artificial intelligence models, rejecting accusations that the firm seeks government prohibition.
Amodei explicitly stated that Anthropic has not pushed for restrictions on open-weight models, attributing the controversy to misinterpretation of the company’s actual policy recommendations.
The CEO emphasized that AI systems lacking hazardous functionalities represent “a public good” and recognized that implementing a prohibition might shield Anthropic from market rivals — yet firmly denied this was ever the company’s intention.
Anthropic’s Alternative Policy Framework
Rather than supporting outright bans, Amodei outlined a three-pronged policy approach. His primary recommendation involves strengthening export restrictions on cutting-edge semiconductor technology and manufacturing equipment destined for authoritarian nations, with particular emphasis on China.
According to Amodei’s assessment, China’s constrained domestic semiconductor manufacturing capacity prevents it from developing AI systems surpassing American capabilities without accessing U.S. chip technology, positioning export controls as the most practical leverage point.
His second proposal targets widespread AI distillation practices — techniques whereby compact models receive training using data generated by more sophisticated systems.
The third recommendation mandates comprehensive safety evaluations for all sufficiently advanced AI models, regardless of whether they employ open or proprietary architectures.
While Amodei acknowledged that Anthropic recognizes open-weight models can democratize AI access and strengthen market competition, he contested the assumption that such models inherently enhance safety or provide advantages to defensive applications over malicious uses.
Industry Leaders Rally Behind Open-Weight Development
The controversy has created divisions across the technology sector. Recently, Nvidia chief Jensen Huang made his inaugural post on X platform endorsing open-source artificial intelligence, adding his signature to an industry letter championing open models as catalysts for innovation and national AI leadership.
Google‘s Sundar Pichai similarly endorsed the initiative. Additional signatories included Microsoft, Advanced Micro Devices, Cisco Systems, Cloudflare, GitHub, and numerous others. Notably, both Anthropic and Amazon refrained from participating.
Interestingly, OpenAI joined the open-weight advocacy despite the company’s business model centering on proprietary systems.
Discussions gained momentum following Moonshot AI’s introduction of Kimi K3, a Chinese open-weight system achieving performance levels comparable to leading Western models while maintaining significantly lower operational costs.
The Trump administration has reportedly explored potential measures against open-source AI development, including possible penalties targeting Chinese laboratories allegedly employing distillation methods to replicate American AI innovations.
Amodei concluded by asserting that prohibiting open-weight models fails to resolve his fundamental national security concerns, emphasizing that semiconductor controls offer a more precise intervention than blanket model restrictions.
