OpenAI has secured a prominent Meta advertising veteran as it accelerates its entry into digital advertising markets. David Dugan, who departed Meta in early May following over 12 years with the social media giant, has assumed the position of VP of global ad solutions at the AI startup.
During his tenure at Meta, Dugan held the position of VP managing global clients and agenciesāa critical role connecting the platform with major international advertising buyers. His career before Meta included positions at advertising agencies within major holding companies such as Publicis Groupe.
In his new capacity, Dugan will report to Brad Lightcap, who serves as OpenAI’s Chief Operating Officer.
This strategic appointment arrives as OpenAI faces substantial cash expenditures that necessitate revenue diversification beyond its subscription model. The organization launched advertising trials across its no-cost ChatGPT version and lower-priced subscription tiers starting earlier this year.
Pivoting From Previous Philosophy
Sam Altman expressed skepticism about this path merely two years earlier. During a Harvard discussion, the CEO remarked: “Ads plus AI is sort of uniquely unsettling to me. I kind of think of ads as a last resort for us for a business model.”
Altman’s primary concern revolved around maintaining user confidenceāparticularly whether subscribers might question if advertisers could manipulate ChatGPT’s output. OpenAI has since clarified that advertising partnerships will have no bearing on the chatbot’s answers and that private user interactions won’t be monetized through advertiser data sales.
The organization already features Meta expertise in leadership positions. Fidji Simo, currently heading OpenAI’s product and business operations as CEO of applications, previously managed Facebook as VP and division head, where she directed advertising initiatives for approximately ten years. Following her Meta tenure, she led Instacart through its public offering before transitioning to OpenAI.
Competitive Reactions
OpenAI’s advertising expansion has attracted criticism from industry competitors. Anthropic seized the Super Bowl LX spotlight to air advertisements openly criticizing OpenAI’s decision to introduce ads on free and budget ChatGPT optionsāa deliberate jab at the company’s strategic reversal.
In December 2025, OpenAI also brought aboard Denise Dresser, former Slack CEO, as chief revenue officer, further demonstrating the company’s aggressive commercial infrastructure development.
Dugan’s hiring strengthens this growing team with demonstrated expertise. His established connections with prominent advertising holding corporations and multinational brands represent valuable assets as OpenAI seeks to carve out market share in digital advertisingāa sector where Meta alone generated approximately $200 billion during 2025.
OpenAI has not revealed specific revenue projections for its advertising division.
