These enforcement provisions commence September 1, reinforcing the nation’s experimental digital currency marketplace. The Southeast Asian country mandates that all local cryptocurrency operations occur exclusively through government-sanctioned service platforms.
Vietnam strengthens crypto oversight within pilot regulatory program
Through Decree 284/2026, Vietnam establishes administrative sanctions addressing violations throughout its five-year experimental cryptocurrency market initiative. This regulatory structure builds upon Resolution 05/2025, which inaugurated the supervised marketplace in September 2025. Vietnam now implements enforcement protocols complementing its existing licensing infrastructure.
Citizens conducting transactions on unauthorized cryptocurrency exchanges may incur sanctions ranging from 30 million to 50 million Vietnamese dong. These financial penalties translate to approximately $1,140 through $1,900 at prevailing conversion rates. Additionally, engaging with digital currency products designated exclusively for international users results in sanctions between 70 million and 100 million dong.
The regulatory decree simultaneously addresses cryptocurrency enterprises functioning beyond official authorization. Unlicensed platform operators may encounter penalties spanning 180 million to 200 million dong. Regulatory bodies possess authority to halt cryptocurrency operations, withdraw operating permits, and seize holdings for severe infractions.
Enhanced regulatory obligations for platforms and token issuers
Vietnam has established compliance mandates for cryptocurrency service operators managing client portfolios. Entities neglecting customer identity verification procedures may receive sanctions between 50 million and 70 million dong. These provisions enhance customer identification and financial crime prevention responsibilities across authorized platforms.
Cryptocurrency token creators similarly encounter financial consequences for regulatory violations. Infractions encompass distributing assets to unauthorized participants and launching tokens without satisfying statutory prerequisites. Similarly, omitting mandatory disclosure documents or presenting contradictory information may result in penalties reaching 200 million dong.
The decree additionally sanctions improper management of cryptocurrency user information. Unauthorized acquisition, retention, transmission, trading, commercialization, or revelation of account credentials carries sanctions between 150 million and 200 million dong. Vietnam expands regulatory supervision beyond transaction activities to encompass information security and market behavior.
Vietnam restricts cryptocurrency exchange authorizations during experimental phase
Vietnam intends to authorize a maximum of five cryptocurrency trading platforms throughout the pilot program’s opening stage. The administration seeks to minimize marketplace vulnerabilities while assessing the supervised environment before broader implementation. Concurrently, qualifying exchange administrators must retain no less than 10 trillion dong in founding capital.
