The Russian State Duma has completed parliamentary review of comprehensive cryptocurrency market legislation, advancing the bill to President Vladimir Putin for final approval. This legislation establishes structured regulatory requirements for digital asset service providers and authorizes controlled cryptocurrency applications in international commerce. Following successful completion of multiple readings in the lower legislative chamber, the measure awaits the next approval phase.
Comprehensive regulatory structure for digital asset operations
During Tuesday’s session, the State Duma completed its consideration of Bill No. 1194918-8 through second and third reading votes. The legislation outlines operational requirements for exchange platforms, brokerage firms, custody providers, investment managers, and additional cryptocurrency service categories. Under this structure, the Bank of Russia assumes primary regulatory oversight responsibilities.
The legislation mandates licensing procedures for entities conducting operations in the nation’s digital asset industry. This regulatory approach transforms previously unstructured market activities into a supervised framework. The new system establishes operational benchmarks for enterprises delivering cryptocurrency-related services.
Russia maintains its prohibition on using cryptocurrencies for purchasing domestic products and services through this legislation. However, the law authorizes sanctioned digital assets for specific international trade transactions. Businesses may utilize cryptocurrencies for cross-border settlements within established regulatory parameters.
The bill proceeds to President Vladimir Putin for executive approval following parliamentary passage. The Federation Council must conduct its examination before final authorization occurs. Core provisions take effect September 1, 2026, with an adjustment phase concluding July 1, 2027.
Controlled crypto trading channels established with continued payment limitations
Russian authorities aim to channel cryptocurrency transactions through supervised financial systems via authorized intermediaries. Current domestic trading volumes approximate 50 billion rubles daily, equivalent to roughly $640 million. Government officials anticipate enhanced market monitoring under the new regulatory structure.
Individual investor access will operate within established purchasing thresholds according to the approved regulations. Non-accredited purchasers may acquire authorized cryptocurrencies valued up to 300,000 rubles annually through licensed platforms. Accredited investors will access elevated thresholds based on additional qualification criteria.
Lawmakers eliminated a previous provision mandating wallet address disclosure from cryptocurrency owners. Companies will instead submit data regarding account balances and transaction activity. Specific substantial international transfers may experience processing delays up to 48 hours during compliance verification.
The ruble remains Russia’s exclusive legal tender for domestic transactions. Consequently, merchants cannot process Bitcoin or alternative cryptocurrencies for routine internal commerce. Authorized digital assets may facilitate international business settlements through approved channels.
Financial institutions advance preparation for regulatory implementation
Leading banking organizations have initiated preparations for cryptocurrency service offerings ahead of framework activation. Sberbank intends to roll out digital asset custody solutions and crypto wallet capabilities following regulatory commencement. The institution may facilitate access to international cryptocurrency exchanges under authorized guidelines.
VTB, T-Bank, and Moscow Exchange have similarly declared initiatives supporting regulated cryptocurrency operations. Alfa-Bank has conducted cryptocurrency trading trials with a select group of qualified users. The financial institution also plans to establish its proprietary digital asset depository following regulatory clearance.
This implementation complements Russia’s comprehensive digital finance objectives. The nation schedules digital ruble expansion beginning September 1 through staged deployment. Leading financial institutions and major retail operators will progressively incorporate the central bank digital currency under distinct regulations.
Russia has additionally examined regulations addressing fiat-collateralized stablecoins for international settlement purposes. The comprehensive cryptocurrency framework represents a substantial regulatory transformation toward authorized digital asset operations. Exchange platforms, brokerage services, custody providers, and associated enterprises will function within formal legal parameters following remaining approval procedures.
