Revolut has obtained comprehensive French banking authorization following approvals from both French financial authorities and the European Central Bank. This milestone establishes the fintech company’s second banking operation within the European Union, complementing its established Lithuanian entity. The expanded framework will facilitate systematic growth throughout multiple key Western European territories.
French Authorization Establishes Strategic EU Banking Base
Revolut Bank S.A. will initially service French clients before progressively extending operations into Germany, Ireland, Italy, Portugal, and Spain. The organization has not disclosed specific timelines for transitioning customers to the newly authorized French banking platform. Concurrently, Revolut Bank UAB will maintain operations for clients throughout the broader European Economic Area.
This authorization arrives after Revolut’s strategic choice to designate Paris as its Western European banking center in 2025. The firm intends to deploy over €1 billion throughout the region while simultaneously growing its local employee base. Additionally, plans include inaugurating its Western European headquarters in Paris by 2027.
Western Europe represents a critical expansion territory for the financial technology enterprise. Revolut reports serving approximately 30 million clients throughout this region. Close to eight million new customers joined during 2025 alone, reinforcing the necessity for enhanced local banking capabilities.
Gradual Customer Transition Process Planned
French account holders will continue under the Lithuanian banking framework until the company finalizes each scheduled migration. Consequently, existing account conditions and contractual agreements will persist unchanged until formal transition notifications are distributed to customers. Luxembourg-based clients will similarly experience no immediate alterations under this new banking arrangement.
Following successful migration, qualifying French deposits will become subject to France’s deposit protection scheme. This framework typically safeguards eligible deposits up to €100,000 per individual customer per institution. Revolut has yet to release comprehensive migration documentation clarifying when French protections will supersede Lithuania’s guarantee system.
The French banking entity will also facilitate new savings products, credit offerings, and lending capabilities throughout Western Europe. However, the license does not immediately authorize mortgages, overdraft facilities, or additional credit instruments. Every product category will necessitate dedicated operational systems, risk controls, documentation frameworks, and adherence to country-specific consumer regulations.
Revolut Broadens Regulatory Presence Internationally
The French banking authorization represents one component of a comprehensive global regulatory expansion strategy. Revolut inaugurated its UK banking operations in March 2026 following British regulatory approval. The company has additionally submitted an application for a United States national banking charter.
The dual-banking infrastructure provides the organization with enhanced local oversight throughout European jurisdictions. It simultaneously demands independent management of deposit accounts, capital requirements, technology infrastructure, regulatory reporting, and customer service operations. Revolut must sustain uniform compliance frameworks as transaction volumes increase across both European banking platforms.
The ultimate challenge centers on whether customers adopt the platform as their principal banking provider. Increased direct deposit inflows, higher savings account balances, expanded lending utilization, and stronger business account adoption could substantially deepen customer engagement. Effective migration execution could simultaneously reinforce Revolut’s competitive standing across Western Europe while preserving service continuity.
