The Securities and Exchange Commission revealed Thursday that it would provide temporary regulatory relief to Tokenized Securities Venues, enabling these platforms to facilitate tokenized U.S. equity trading on decentralized blockchain networks using automated market maker technology. The exemption also extends to liquidity providers participating in these pools under dealer registration requirements.
SEC Chairman Paul Atkins characterized the initiative as an effort to modernize U.S. capital markets for the “digital age.” He positioned the announcement as a regulatory alternative following the Senate’s failure to advance the CLARITY Act earlier in the week.
The temporary relief extends for a five-year period and includes comprehensive compliance requirements.
TSVs must confirm that tokenized securities maintain identical rights to conventional shares, including dividend entitlements and voting privileges. Smart contract code must be transparent, publicly accessible, and implemented on permissionless blockchain platforms. Additionally, stock issuers retain the authority to prohibit their securities from trading on any TSV platform.
Any trading suspension on the primary listing exchange automatically extends to the tokenized equivalent. TSVs must operate as U.S. entities and maintain full compliance with OFAC sanctions protocols.
Bernstein analysts had forecasted that the SEC and CFTC would pursue “aggressive and swift” regulatory action following the CLARITY Act’s failure. Thursday’s exemption represents the initial tangible evidence of this prediction materializing.
What’s Driving PURR’s Price Action
PURR is being interpreted by market participants as a prime beneficiary of this regulatory development. The SEC’s mandate requiring trading on transparent, permissionless blockchains with verifiable smart contracts aligns seamlessly with Hyperliquid’s decentralized exchange architecture.
The firm’s investment approach focuses on acquiring HYPE, Hyperliquid’s native cryptocurrency, and leveraging staking mechanisms and yield enhancement strategies to amplify returns. Regulatory developments that advance on-chain financial infrastructure typically boost investor sentiment for companies operating in this sector.
PURR currently trades approximately 18.6% above its 20-day simple moving average and 57.2% above its 50-day SMA. This stretched technical positioning suggests potential for rapid corrections if buying momentum diminishes.
The critical technical threshold to monitor is $14.00. A decisive breakout above this level would bring the $14.14 52-week peak back into play. Rejection at resistance could trigger a retreat toward lower moving average support levels. The MACD indicator currently sits below its signal line, indicating recent upside momentum has moderated.
Wall Street Price Targets and Fund Holdings
Nine Wall Street analysts maintain coverage on PURR with a unanimous Buy consensus and a collective price target of $19.80. Cantor Fitzgerald increased its price objective to $34.20 on September 10. Compass Point launched coverage with a Buy rating and $18.00 target on September 15. Chardan Capital elevated its price target to $17.00 on August 28.
PURR represents 100% of holdings in both the Bitwise Hyperliquid ETF (BHYP) and the Grayscale Hyperliquid Staking ETF (HYPG). This concentrated exposure means capital flows into and out of these ETFs create direct trading pressure on the underlying stock.
The company’s next quarterly earnings release is scheduled for November 12, 2026. Analyst consensus anticipates earnings per share of 12 cents on revenue of $9.78 million, valuing the stock at a price-to-earnings multiple of 4.0x.
