Nevertheless, TD Cowen analyst Bryan Bergin maintained his bullish stance on the stock, elevating his price objective to $92 from the previous $87. His optimism stems from enhanced reserve economics and the company’s growing blockchain infrastructure footprint.
Earlier in September, CRCL experienced an 11.6% slide to $86.10 after missing quarterly earnings expectations. The firm posted earnings per share of $0.18, falling short of the $0.26 analyst consensus. However, revenue reached $701.32 million, representing a 6.6% year-over-year increase.

Arc Mainnet Launches Successfully
Circle officially rolled out Arc’s public mainnet on September 16. The launch attracted participation from more than 100 institutional players and ecosystem developers. This blockchain infrastructure is specifically designed to facilitate financial market operations and instantaneous money transfers.
According to Bergin, Arc represents a strategic avenue for Circle to generate revenue streams independent of its traditional reserve income model. This diversification strategy becomes increasingly important as the company seeks growth opportunities beyond its stablecoin operations.
Meanwhile, the Federal Reserve implemented a 25-basis-point rate increase, pushing its benchmark range to 3.75% to 4.00%. Since Circle generates returns on the assets securing USDC, elevated interest rates directly enhance the company’s reserve-based income generation.
Legislative Roadblock for CLARITY Act
While the CLARITY Act’s failure represents a legislative obstacle, TD Cowen’s Jaret Seiberg anticipates that regulatory agencies including the SEC and CFTC will fill the void by offering enhanced guidance for cryptocurrency enterprises. This regulatory evolution could still catalyze institutional stablecoin adoption.
