Tuesday afternoon marks a critical moment for cryptocurrency regulation as the Senate prepares to vote on the Clarity Act. This landmark legislation has captured the attention of crypto markets worldwide, triggering immediate price movements.
The leading digital currency, Bitcoin, experienced a 1.6% decline over the past 24 hours, settling at $76,890 as voting approached. Despite this recent pullback, Bitcoin maintains a 31% gain since early July, though it remains down 12% year-to-date in 2026.

Other major cryptocurrencies followed Bitcoin’s downward trajectory, with Ethereum decreasing 1.9% to $2,475 and XRP edging down 0.2% to $1.40. Equities with cryptocurrency exposure similarly declined during premarket sessions.
Prediction platform Polymarket reveals declining confidence in the legislation’s prospects, with passage odds tumbling to 19% on Tuesday from Monday’s 31%. Despite Republican senators mounting an eleventh-hour campaign to secure Democratic votes, the bill’s fate hangs in the balance.
Cathie Wood’s Firm Reduces Crypto Position
Cathie Wood’s ARK Invest executed significant sales of cryptocurrency-related securities Monday. The investment firm’s various funds liquidated positions across multiple companies including Coinbase, stablecoin provider Circle Internet Group, Bullish (CoinDesk’s parent company), and Ethereum treasury firm Bitmine Immersion Technologies.
Tuesday’s premarket trading saw Coinbase shares retreat 3.9% following Monday’s 9% surge. Strategy, which maintains the largest corporate Bitcoin holdings, dropped 3.8% in premarket activity after Monday’s 4.6% advance.
The investment firm’s most substantial Monday transaction involved divesting over 322,000 shares of 10X Genomics, representing approximately $22 million. ARK additionally sold nearly 38,300 Alphabet shares valued at roughly $12.8 million.
Meta and Biotech Additions to ARK Portfolio
Balancing its sales activity, ARK acquired approximately 11,000 shares of Meta Platforms via its ARKW fund, totaling about $7.1 million. The investment manager also added positions in Ionis Pharmaceuticals and Guardant Health, maintaining its strategic focus on biotechnology and healthcare companies.
Additional purchases included shares of AeroVironment, a defense drone manufacturer, while the firm reduced holdings in Advanced Micro Devices and Amazon.
ARK divested approximately 20,500 AMD shares worth roughly $10.6 million and 20,000 Amazon shares valued at about $5.1 million.
These transactions signal a strategic portfolio reallocation at ARK, with the firm stepping back from certain established technology holdings while increasing investments in social media platforms and healthcare sectors.
The impending Senate decision on the Clarity Act represents the most significant near-term catalyst for cryptocurrency markets. Market analysts anticipate additional downward pressure on Bitcoin and associated equities should the legislation fail to advance.
