On Monday, President Trump authorized two executive orders that simultaneously advance U.S. quantum computing capabilities while establishing protective measures against the cryptographic vulnerabilities these powerful machines could introduce.
The dual directives place federal authorities in a unique position: accelerating development of breakthrough technology while preemptively shielding critical infrastructure from its potential dangers.
Development Initiative
Executive Order 14411 establishes the QC-ADDS program — Quantum Computer for Application Development and Discovery Science. The initiative aims to construct quantum computing systems powerful enough to “initiate the era of quantum-enabled scientific discovery.”
Under this directive, at least one large-scale machine must be installed at a Department of Energy location with access granted to researchers across the scientific community.
Additionally, the Department of Defense received instructions to operationalize quantum sensing technology by September 2028. Military leadership has 60 days to designate no fewer than three advanced quantum sensor programs for accelerated development.
The order also emphasizes workforce development initiatives and domestic supply chain strengthening.
Protection Against Quantum Capabilities
Executive Order 14409 confronts the security challenges posed when quantum systems achieve sufficient power to compromise existing encryption methods.
The directive highlights concerns that hostile actors may currently be aggregating encrypted American data with the intention of decrypting it once quantum capabilities mature. Security experts refer to this strategy as “harvest now, decrypt later.”
As a countermeasure, federal departments must complete migration of their most critical systems to post-quantum cryptographic standards for key establishment protocols by December 2030, with digital signature systems following by December 2031.
The Office of Management and Budget, working alongside the National Cyber Director, will oversee this comprehensive transition.
Within six months, designated agencies must also revise the National Quantum Strategy to enhance commercial collaboration and strengthen domestic industry capabilities.
Cryptocurrency Sector Implications
The quantum computing threat has emerged as a significant concern throughout the cryptocurrency ecosystem. Research published in March 2026, co-authored by an Ethereum Foundation researcher and a Stanford University cryptography expert, determined that compromising the elliptic curve cryptography protecting Bitcoin and Ethereum networks might require fewer than 500,000 physical qubits. This represents a dramatic reduction from previous projections.
Google has internally established 2029 as its target date for implementing post-quantum cryptographic protections. Both Ethereum and Solana development teams have initiated quantum-resistant security frameworks. The Bitcoin community continues debating appropriate response strategies.
These orders arrive amid China’s expanding quantum technology investments. Beijing’s most recent Five-Year Plan, unveiled in March, prioritizes scalable quantum computing systems and an integrated space-to-ground quantum communications infrastructure.
President Trump stated the United States would be “investing in American quantum leadership like never before to stay ahead of the pack.”
